Phillip McCants is the Small Business Program Manager at Lawrence Berkeley National Laboratory (Berkeley Lab). In this role, he serves as the primary point of contact for small businesses seeking contracting opportunities with the Lab, promoting outreach, the Mentor-Protégé Program, and equitable access to federal procurement. With a background in procurement and sustainable acquisition (also serving as Sustainable Acquisition Representative in the Office of the Chief Financial Officer), Phillip helps connect diverse small businesses—including women-owned, veteran-owned, and disadvantaged firms—to Berkeley Lab’s scientific and operational needs. He is a dedicated advocate for small business participation in Department of Energy initiatives.
LBNL’s Small Business Program Office is committed to giving small businesses the best possible opportunity to provide goods and services to the laboratory. LBNL collaborates with, and advocates for small businesses, small, disadvantaged businesses, women-owned small businesses, veterans and service-disabled veterans who own and operate small and HUBZone businesses.
Mentor Protégé Program
The Mentor-Protégé Program Model is designed to provide critical developmental assistance to small businesses in the fundamental principles of building solid, established, successful businesses. LBNL, and many of its partnering laboratories, look to identify potential candidates for the Program through direct observations and interactions with small businesses whose capabilities are mutually aligned with advancing the needs of the Department of Energy and particularly to LBNL, our mission of bringing scientific solutions to the world.
