Russia’s war economy is sustained not only by domestic production, but by an evolving network of transit states, shadow financial channels, and covert procurement chains. Drawing on his new sanctions evasion report, Nurul Rakhimbek will present fresh findings on how Russia leverages Central Asia, the Caucasus, Turkey, and China to bypass Western restrictions.

The presentation will examine dual-use trade routes, intermediary financial institutions, digital currencies, and the expanding role of third-country facilitators in replenishing Russia’s military-industrial complex. With over $1 billion in suspicious export-control activity identified in 2024 alone, the discussion will highlight systemic enforcement gaps and outline practical strategies to strengthen sanctions implementation and disrupt Moscow’s war-sustaining networks.

Nurul Rakhimbek is a leading geopolitical analyst and sanctions evasion expert with more than two decades of experience across Eurasia. He is the Founder and President of the Washington, DC–based Center for Global Civic and Political Strategies, a policy institution focused on geopolitical risk, sanctions enforcement vulnerabilities, energy security, and regional stability.

In the aftermath of the Soviet Union’s collapse, Nurul helped establish one of the first regional networks of independent election observers and trained emerging political parties across the post-Soviet space - contributing to democratic institution-building during a critical historical transition.

Throughout his career, he has implemented a wide range of projects dedicated to building democratic institutions, strengthening governance frameworks, enhancing legislative transparency, and promoting accountability mechanisms across Central Asia and Ukraine. From 1996 to 2021, he led major humanitarian, civic education, governance reform, and legislative development initiatives under U.S.-funded programs, working at the intersection of political reform and institutional resilience.

Nurul has also operated a specialized task force on monitoring and reporting sanctions evasion, focusing on illicit procurement networks, trade diversion schemes, and systemic governance gaps exploited to circumvent international restrictions. His analytical work has been published in leading information agencies and media platforms in Kazakhstan, Kyrgyzstan, Ukraine, Switzerland, and the United States, where he has contributed op-eds and expert commentary on sanctions enforcement, geopolitical competition, and economic security.

He brings rare field-based insight into how governance weaknesses translate into strategic vulnerabilities within the global sanctions regime.
