Meet the pieces and people that make up downtown’s Cooperative Safety Program. The Downtown Billings Cooperative Safety Program is funded by the Business Improvement District (BID). The BID is a special assessment district in which downtown property owners have voted three times to initiate, manage and finance services above and beyond those typically provided by the city. The BID is dedicated to making our downtown a safe, clean and inviting place to live, work, and play. Established in 2009, the Cooperative Safety program is a collaboration between Downtown Billings, City of Billings, Billings Police Department, and other social service agencies.
