The Association for Humane Drug Policy (FHR) is hosting the event, which marks the historic establishment of a Nordic network of user organizations and their key allies.
A vibrant civil society is a pillar of Nordic democracy. This conference aims to foster dialogue and ensure the meaningful involvement of drug user representatives. It also serves as a unified response to the global rise of authoritarian regimes that challenge international institutions, democracy, the rule of law, and the core principles of human rights.
These political shifts have led to massive cuts in international aid, resulting in the dismantling of harm reduction and rehabilitation services, while further weakening civil society.
Simultaneously, the Nordic region faces serious challenges from organized crime. International criminal networks derive vast profits from illegal drug markets—funds that not only fuel violence and insecurity but also seep into the legal economy and real estate markets. At the worst, these enormous sums undermine public trust and threaten the very fabric of democracy.
We believe the time is ripe for an open, evidence-based conversation on responsible regulation and sustainable drug policy—anchored in human rights and guided by our shared Nordic values.
A strong, coordinated Nordic civil society is essential to meeting these challenges. This network will serve as a vital resource for both its members and policymakers, ensuring that the voices of people who use drugs remain central to drug policy.
Now is the time to stand up for our values and work toward a socially sustainable region defined by health, trust, and safety.
The conference and the network's formation are funded by "Demos," a program under the Nordic Council of Ministers.
