NATIONAL TRAFFIC INCIDENT MANAGEMENT (TIM) RESPONDER TRAINING
The National TIM Responder Training Program was developed by responders for responders and was designed to promote consistent training of all responders to achieve the TIM National Unified Goal (NUG), which is a commitment to:
- The Safety of Responders and All Road Users
- Safe, Quick Clearance
- Communication, Coordination, and Cooperation
The target audience for this course is all TIM disciplines, including: Communications, Emergency Medical Services (EMS), Fire/Rescue, Law Enforcement, Towing and Recovery, and Transportation/Public Works.

1. Introduction: purpose of TIM training, dangers encountered by responders working in or near traffic, and the definitions of TIM and safe, quick clearance
2. TIM Laws, Standards, and Terminology: principal TIM laws, Manual on Uniform Traffic Control Devices relationship to TIM, and common terminology
3. Communication and Command: roles and responsibilities of public safety communications centers and Transportation Management Centers, scene size-up reporting, the Incident Command System, and Unified Command
4. Vehicle Positioning: concept of Move it or Work It, vehicle positioning, blocking, and Lane +1 blocking
5. Scene Safety: emergency vehicle markings and lighting, high-visibility safety apparel, and safe practices for working around moving traffic
6. Traffic Management: components of a Traffic Incident Management Area and the proper use of temporary traffic control devices
