This comprehensive certification course provides the required training necessary to apply for multiple concealed carry permits and handgun licensing requirements across participating states. The Maryland Handgun Qualification License (HQL) training requirement is included at no additional cost when completed as part of this course.
Instruction includes firearm safety, safe handling practices, responsible firearm ownership, conflict avoidance, lawful use of force considerations, and concealed carry responsibilities. A live-fire shooting qualification is required in accordance with applicable state training standards.

Important Information (Read Carefully):
State Approval Only: Issuance of any license or permit is solely determined by the issuing state authority. Empower Philly provides training and certification documentation only and does not approve, deny, influence, or guarantee issuance of any license or permit.
Eligibility Responsibility: Participants are responsible for verifying they meet eligibility requirements for each state prior to applying. Eligibility standards, background checks, and approval decisions are determined exclusively by the respective state agencies.
Application Responsibility: Participants are solely responsible for submitting their own applications, fingerprints, photographs, fees, and all required documentation to each state licensing authority. Empower Philly does not submit applications on a participant’s behalf.
Training Completion Requirement: Certification documentation is issued only after successful completion of all required instruction hours and all applicable qualification standards. Attendance alone does not guarantee certification.
Live-Fire Qualification: A shooting qualification is required. If a participant does not pass the shooting qualification, a retake may be scheduled for a $75 fee.
Utah Fingerprinting (Optional Add-On): In-person fingerprinting for the Utah Non-Resident permit is available on-site for $25 (cash only).
Course Requirements and Notes: A valid government-issued photo ID is required.
Participants must attend both training days in full.
State application fees, any required photographs, and any additional state-required steps are the responsibility of the participant.
Ammunition and any range fees are not included unless otherwise stated.
Participants must follow instructor direction and maintain safe firearm handling practices at all times.
Participant Conduct and Safety Requirement: Empower Philly reserves the right to remove any participant from training for unsafe behavior, failure to follow safety instructions, disruptive conduct, or inability to safely complete course requirements. Removal from training for safety or conduct reasons will result in forfeiture of course fees.
Waiver Required: Completion of the Empower Philly Liability Waiver and Assumption of Risk Agreement is required prior to participation.
Booking Policy: All sales are non-refundable. One-time rescheduling may be permitted with advance notice.
