Wrongful detention has emerged as a growing tool of statecraft, placing innocent civilians at the center of complex geopolitical disputes. Drawing on his experience as the U.S. Special Presidential Envoy for Hostage Affairs, Ambassador Roger Carstens offers an inside look at how the United States responds when Americans are unjustly held abroad. He will explore how hostage and wrongful detention cases have evolved globally, the legal and diplomatic constraints governments face, and what success truly means beyond repatriation. Ambassador Carstens will also highlight the critical roles played by families, communities, civic organizations, and the private sector in sustaining pressure, supporting loved ones, and helping former hostages rebuild their lives.
