John W. Dinkelman Professional Bio:

A career Foreign Service officer with 36 years of experience in the United States Department of State, John Dinkelman serves as the Diplomat-in-Residence for Delaware, Maryland, and the District of Columbia. Based at Howard University in Washington, DC, his responsibility is to recruit diverse talent for both career and student program opportunities with the State Department.

Most recently serving as the Deputy Assistant Secretary for Logistics Management in the Department’s Bureau of Administration, John had the honor to lead the team that oversees all supply chain, transportation, and travel elements of the U.S. foreign affairs community at over 200 domestic and international locations.

Mr. Dinkelman has served overseas assignments with the Foreign Service to Yugoslavia, the United Kingdom, the Marshall Islands, the Netherlands, Turkey, Mexico, and the Bahamas. Domestically, he has served as Executive Director in the Bureau of Western Hemisphere Affairs, as Director of the Office of Caribbean Affairs, and as Director of orientation programs at the National Foreign Affairs Training Center in Arlington, Virginia where he was responsible for the initial training of all incoming Foreign Service Officers. During this service at the Foreign Service Institute from 2002 to 2007, he trained over 2,700 officers – more than 40% of the U.S. diplomatic corps – for which he was awarded the State Department’s 2006 Arnold L. Raphel Memorial Award.

An “army brat,” Mr. Dinkelman was raised in various locations - none of which he can claim as his hometown. His heart is tugged, however, toward Provo, Utah where he graduated with degrees in Business and Spanish from Brigham Young University. Although the State Department’s Language Testing Unit maintains that Mr. Dinkelman has learned Spanish, Serbo-Croatian, Dutch, and Turkish, he knows better than to claim proficiency in anything but English – and there’s good reason to doubt even that.

Mr. Dinkelman and his wife Elizabeth, an intimidatingly smart professor of mathematics at Northern Virginia Community College, are the very tired parents of three allegedly grown children.
