Under California law, your landlord must keep your home "habitable," which means kept in a condition that is suitable for humans to live in safely and free of major defects.
Additionally, the City of Los Angeles passed a law – the Tenant Anti-Harassment Ordinance (TAHO) - in 2021 giving tenants new rights against harassment. The anti-harassment law lists a number of actions that could constitute harassment, including: failing to perform necessary repairs; taking away services provided in the lease; attempting to coerce a tenant to move-out; threatening physical harm or refusing to accept payment of rent.
