This 5-webinar workshop, presented by HOVRS researcher Tasha Olson and developer Lori Roggman, will teach you how to observe and use HOVRS in your home visiting program to improve visit quality and family engagement.


HOVRS – Measuring Quality in Home Visit Practices and Engagement with the HOVRS-3

HOVRS Webinar-1 - What HOVRS measures: A developmental parenting approach to home visiting, based on home visiting research; specific strengths-based, relationship-based, facilitative, collaborative home visiting practices.

HOVRS Webinar-2 - Basics of HOVRS: What HOVRS is like, the 7 Scales (4 practices, 3 family engagement), & practice observing Relationship & Responsiveness (short clips).

HOVRS Webinar-3 - Preparing to Use HOVRS(v3): Practice observing Facilitation & Collaboration, and planning to observe home visits (HOVRS-3 provided).

HOVRS Webinar-4 - Implementing HOVRS Effectively: Practice observing Family Engagement, and using HOVRS to provide strengths-based feedback for professional development and to guide continuous quality improvement.

HOVRS Webinar-5 – HOVRS Observation Practice: scoring longer clips, consensus scoring, and feedback.

All webinars start at 9:30 AM Mountain Time and last for 2 hours.

Zoom links will be sent to participants in advance of the webinar date.

All needed print and electronic materials will be provided. All participants will receive a copy of the book Developmental Parenting.

Workshop presenters:

Tasha Olson ([email protected]), HOVRS researcher and Lori Roggman ([email protected]), HOVRS developer and resesarcher and lead author of Developmental Parenting: A Guide for Early Childhood Practitioners, a book about effective home visiting. Tasha and Lori have extensive experience working with home visiting practitioners, supervisors, coaches, evaluators, and researchers.

Virtual workshop format:

Five 2-hour webinars presented over a 5-week period. Each series is equivalent to a 2-day workshop.

Our webinars require participation and pre-webinar learning activities from each attendee.

Learning activities may include: readings and responses, reflections about practices and perspectives, video observation, self-observation, writing positive feedback statements, or practicing other skills. Webinar participation includes reponding to polls, queries, and breakout group engagement.

NOTE: For the most effective use of either PICCOLO or HOVRS, we recommend the Developmental Practices webinar series in addition to the series on the measurement tool.

More about the Home Visit Rating Scales (HOVRS):

These webinars provide training on using the most recent version of the Home Visit Rating Scales (HOVRS-3), an evidence-based tool used to observe home visiting practices and family engagement. Research supports HOVRS practices for improved family engagement and better child outcomes.

HOVRS is consistent with quality standards for most evidence-based home visiting programs, including the Early Head Start Program Performance Standard and the Parents as Teachers Quality Standards.

Working with children with disabilities? The HOVRS measures family-centered practices that are recommended by the Division for Early Childhood (DEC) of the Council for Exceptional Children (CEC).

Certificate of Completion and Permission to use HOVRS-3 for 3 years: Provided only to those who attend and and fully participate in all 5 HOVRS webinars and complete all learning activities.


To implement HOVRS: Each program must establish reliability between 2 or more observers who meet the agreement criteria on 4 or more observations (detailed guidance in webinars PICCOLO #4, and HOVRS #4). Our training webinars do not include reliability testing (contact us if you need it).

What Developmental Parenting is about: Our training is based on practices described in the book, Developmental Parenting: A Guide for Early Childhood Practitioners by Lori Roggman, Lisa Boyce, and Mark Innocenti, (Brookes Publishing, 2008), and informed by recent research on home visiting effectiveness. Developmental parenting refers to parent behaviors that support children’s early development and also to an intervention approach in which practitioners facilitate developmentally supportive parenting.

To effectively promote developmental parenting, practitioners need skills and strategies to promote parenting interactions that are known to support children’s early development and to encourage what parents already do in their daily lives to support their children’s development. These skills and strategies work with parents from diverse ethnicities and backgrounds.
