Surface Water & Stormwater Management: Financial & Compliance Implications
Host: Bill Galle - Spokane County Public Works

Info: Representatives from Spokane County and the City of Spokane will discuss the financial and regulatory impact of stormwater system maintenance in HOA common areas. Under Washington State Department of Ecology requirements, local jurisdictions must ensure stormwater facilities โ€” including bioswales, detention ponds, culverts, and drainage systems โ€” are properly inspected and maintained, even in private communities.

As state oversight increases, enforcement is expected to follow. HOAs that fail to maintain required systems may face corrective action, costly repairs, or fines.
Attendees will learn how O&M manuals guide required maintenance, why stormwater infrastructure must be included in reserve or sinking funds, and how proactive budgeting can reduce the risk of special assessments and unexpected capital expenses.

Preparing for 2028: Practical Board Strategies Under RCW 64.90
Host: David Silver - Attorney

Info: Weโ€™ll close the program with attorney David Silver, who will outline practical, reasonable strategies for boards as they prepare for 2028 โ€” when Chapter 64.90 RCW (WUCIOA) will apply to all common interest communities in Washington State.

This forward-looking session will focus on what boards should be doing now to position their associations for compliance and long-term stability. Topics will include reviewing and updating governing documents, aligning policies with statutory requirements, evaluating reserve funding and financial practices, and working effectively with legal and management partners.

Rather than waiting for 2028, boards will leave with a clear understanding of proactive steps they can take today to reduce risk, avoid last-minute complications, and confidently navigate the transition to full WUCIOA applicability.
