Furthering Police Accountability | A conversation between police oversight agencies and the Bronx community
The NYC CCRB is partnering with the Office of the Community Liaison, the NYPD Federal Monitor, DOI's Office of the Inspector General for the NYPD, and the Office of the NYS Attorney General for a public discussion on police oversight.
This event will educate the public about the current oversight agencies and how the public can be involved in the process of police oversight and accountability.
*Food will be provided.

Jeanene Barrett | Inspector General for the NYPD Jeanene Barrett came to DOI's OIG-NYPD in 2019 as the Deputy Inspector General for Policy Analysis and was promoted to First Deputy Inspector General in 2020. Prior to her appointment as Inspector General in August 2023, she served as Acting Inspector General for the OIG-NYPD. She has overseen an array of matters, including the release of Annual Reports and a variety of investigations that resulted in reports and a Statement of Findings, including, "An Investigation into NYPD's Criminal Group Database" and "Overtime Under Review: NYPD Overtime and the Increased Risk of Negative Policing Outcomes.
Lillian Marquez | Office of NYS Attorney General Lillian Marquez has been the Deputy Bureau Chief of the Law Enforcement Misconduct Investigative Office since January 2024, and, previous to that, an Assistant Attorney General in the Civil Rights Bureau in New York City. Prior to joining the Attorney General’s Office, she worked as an associate at Pechman Law Group PLLC working on wage and hour and employment discrimination cases. Lillian also served as a law clerk to Magistrate Judge Lois Bloom of the U.S. District Court for the Eastern District of the New York and as a staff attorney in the U.S. Court of Appeals for the Second Circuit.
Germain Thompson | Community Liaison Germain Thompson was appointed as the Community Liaison in December of 2022 and established the Office of the Community Liaison, an independent office based in NYC with a team of community organizers to fulfill the mission: to seek, receive, and organize concerns from NYC community members impacted by stop-and-frisk. He is also the founder of Take It To The Court Foundation (TITTCF). TITTC is a non-profit organization designed to bring awareness to the violence that takes place in black and brown communities.
Jahi Rose | Civilian Complaint Review Board Jahi Rose is the Director of Outreach for the Civilian Complaint Review Board (CCRB). The CCRB is an independent agency. It is empowered to receive, investigate, mediate, hear, make findings, and recommend action on complaints against New York City police officers alleging the use of excessive or unnecessary force, abuse of authority, discourtesy, or the use of offensive language.
Richard Jerome | Independent Monitor of the NYPD (Deputy Monitor) Richard Jerome is a lawyer who has spent most of his career working on criminal justice issues with law enforcement agencies and private foundations. Richard served for six years (2002-2008) as Deputy Monitor and court-appointed Special Master for two police reform settlements in Cincinnati, Ohio. From 1997 to 2001, he was Deputy Associate Attorney General in the U.S. Department of Justice, overseeing the work of the Civil Rights Division and the Community Relations Service, as well as coordinating the Justice Department’s efforts to promote police integrity. Richard has been a senior trial lawyer in the Civil Rights Division and has worked on Capitol Hill and in private practice.
Edwin Raymond | Office of NYS Attorney General Edwin Raymond is a recently retired police Lieutenant, activist and now author who was born and raised in the Caribbean-American neighborhood of East Flatbush Brooklyn, New York. After regularly facing discrimination at the hands of officers as a teenager he made an ironic decision to join the NYPD at 22 years old. In 2016 he was featured on the front cover of the New York Times becoming a whistleblower exposing discriminatory policies within the police department and lead plaintiff in the federal case Raymond v. The City of New York. Raymond is the recipient of the NAACP Courage Under Fire Award.
