ABOUT THE SPEAKER: Thomas A. Cloud, Esquire is a Lakeland native. He has been a practicing attorney in Orlando since 1979, focusing on city, county, and local government law, municipal utilities law, utility mergers and acquisitions, utility rate formulation, environmental and land use law, municipal finance law, and administrative law. He received his law degree from FSU in 1979.
