About this Event
In early 2022, members of the East Portland Action Plan (EPAP) began convening a group of community organizations, Prosper Portland and the Portland Housing Bureau, and other stakeholders to explore the use of Tax Increment Financing (TIF) in East Portland. The group used the Cully TIF District as a model of stabilization, anti-displacement, and equitable growth.
City Commissioner Rubio directed staff to partner with community in a broad TIF exploration process for East Portland, inclusive of the area around 82nd Avenue. To support this effort, Commissioner Rubio appointed an East Portland TIF Exploration Steering Committee. Members from public institutions and partners represent affordable housing, economic development, and non-profits. The committee also includes individual community members (e.g., small business owners and residents). Working Groups have been digging into the details of what this could look like in three specific areas of East Portland: Parkrose-Columbia Corridor, along 82nd Avenue, and East of I-205.
