Continuums of Care Lead Agency–Only Gathering

Dear Fellow CoC Lead,

You are invited to join a one-day, Continuums of Care lead agency–only gathering on Tuesday, December 9th in San Diego, CA.

Created and led by CoCs, this convening is our space to strengthen our collective voice and shape the future together. The time to unite is now!

On December 9, CoCs from across the country will:

• Claim our value and expertise as the backbone of local homelessness systems.
• Address urgent threats in the federal budget and strategize our collective response.
• Forge a shared purpose and secure our place at every decision-making table.
• Celebrate our diversity—metro, urban, and rural CoCs all bring essential strengths.
• Strengthen core functions—CoC planning, HMIS, monitoring, grants management—as pillars of accountability.
• Lay the foundation for a CoC national association that ensures CoCs have a strong, coordinated presence.

Why This MattersContinuums of Care are vital to local homelessness systems, yet our role is too often overlooked. We must take control of the narrative, owning both our impact and our accountability.

Policy shifts are happening with or without us. This convening is our chance to be informed, set shared priorities, and maximize our influence on the changes ahead.

This is a call to action, a stand for survival, and a vision for transformation. If you are ready to protect what we’ve built and lead what comes next, you need to be in the room—and we have a seat at the table for you.

Event Details

• Date: Tuesday, December 9
• Location: San Diego Convention Center, 111 West Harbor Drive, San Diego, CA 92101
• Cost: $50 (includes plenary, plated lunch, brainstorming sessions, and facilitated discussions)
• Travel & Lodging: Participants cover their own costs. A $199/night group rate is available at the Hilton BayFront. Link will be provided after registration is received.
• Conference Center & Lunch: Covered by the San Diego Regional Task Force on Homelessness.
• Facilitator: Jenae Bjelland, former Executive Director of NASCSP and former CoC lead, with extensive national and local leadership experience in governance, advocacy, data systems, and peer-driven convenings.
