In May, we're featuring Victor Czar, who is the Assistant City Manager for the City of Sanford and the driving force behind one of the most significant regional infrastructure achievements in recent NC history. A NCSU trained engineer 🐺, Czar has served the City of Sanford since 1990, holding positions of City Engineer and Public Works Director before rising to Assistant City Manager. In that role, he oversaw the creation of TriRiver Water, the utility now serving both Lee and Chatham counties.
Prior to this merger, Pittsboro's water infrastructure, much of it built before the Great Depression, had forced the town to impose water service moratoriums fifteen times over twenty years, directly blocking new residential, commercial, and industrial development. By combining Pittsboro's needs with Sanford's ample Cape Fear River 🚣♂️ water supply and modern infrastructure, Czar helped engineer a solution that grew the utility. It went from roughly 23,000 to 40,000 customers, and expanded its service area to a region roughly the size of Rhode Island — with plans to scale water capacity from 12 million to 30 million gallons per day.
TriRiver Water has already helped unlock major economic development, including water and sewer infrastructure supporting the Wolfspeed semiconductor manufacturing facility in Siler City.
