స్కంద పురాణా అంతర్గత కాశీమహాత్యముचित्रं न चित्रगुप्तोऽपि वेत्ति वाराणसीस्थितान्।
जन्तून्का गणनाऽन्येषां मर्त्यलोकनिवासिनाम्॥ ११७॥
अविच्छिन्नप्रभावाणा
मपरिच्छिन्नतेजसाम्। कृतलिङ्गप्रतिष्ठानां नान्तं प्राप्नोति धर्मराट्॥ ११८॥
The verse plays on the name of Chitragupta (the celestial bookkeeper of deeds) and emphasizes that even he cannot keep track of those who reside in Varanasi because their spiritual status is beyond ordinary accounting.
Line 1-2: "It is a wonder! Even Chitragupta does not know [the full count/destiny of] those dwelling in Varanasi. What then to speak of the calculation of other beings living in the mortal world?"
Context: In Hindu belief, Varanasi is considered a place where one attains Moksha (liberation). Because the inhabitants are under the direct grace of Lord Shiva, their "karmic debts" are handled differently, baffling even the divine record-keeper.
Line 3-4: "Dharmaraja (Yama, the God of Death) cannot find the end [limit] of those who have established Shiva-lingas, who possess uninterrupted influence, and whose brilliance is immeasurable."
Context: This highlights the immense merit gained by those who perform devotion and establish sacred symbols in the holy city.

यह बड़े आश्चर्य की बात है कि जो लोग वाराणसी में स्थित (निवास करते) हैं, उनके विषय में चित्रगुप्त भी पूरी तरह नहीं जानते। जब चित्रगुप्त ही नहीं जानते, तो मृत्युलोक (पृथ्वी) के अन्य साधारण प्राणियों की गणना ही क्या!" ॥११७॥
"जिनका प्रभाव अटूट है, जिनका तेज अपार है और जिन्होंने (काशी में) शिवलिङ्ग की स्थापना की है, ऐसे लोगों का अंत धर्मराज (यमराज) भी नहीं पा सकते।" ॥११८॥
भावार्थ: काशी भगवान शिव की नगरी है। मान्यता है कि यहाँ रहने वालों का हिसाब-किताब स्वयं महादेव रखते हैं, इसलिए यमराज के मुंशी चित्रगुप्त भी उनके कर्मों का लेखा-जोखा रखने में असमर्थ हो जाते हैं।
"వారణాసిలో నివసించే వారి గురించి చిత్రగుప్తుడు కూడా పూర్తిగా తెలుసుకోలేకపోవడం ఆశ్చర్యకరం. చిత్రగుప్తుడికే సాధ్యం కానప్పుడు, ఇక ఈ మర్త్యలోకంలోని ఇతర సాధారణ ప్రాణుల లెక్క ఎంతమాత్రం!" ॥117॥
"ఎవరి ప్రభావం అఖండమైనదో, ఎవరి తేజస్సు అపారమైనదో మరియు ఎవరైతే (కాశీలో) శివలింగ ప్రతిష్ఠ చేశారో, అటువంటి వారి అంతమును యమధర్మరాజు కూడా కనుగొనలేడు." ॥118॥
భావం: కాశీ నగరంలో నివసించే భక్తులు సాక్షాత్తు శివుని అనుగ్రహానికి పాత్రులవుతారు. అందుకే వారి పుణ్యఫలాన్ని లెక్కించడం చిత్రగుప్తునికి లేదా యమధర్మరాజుకు కూడా సాధ్యం కాదు.
అనగా అంత్యకాలములో యమధర్మరాజు దర్శనము ఉండదు సాక్షాత్తు ఈశ్వర దర్శనము మాత్రమే కాశీలో శివలింగం ప్రతిష్ట చేసినవారికి
