It is not in the middle of the river, like it is in most places, and it doesn’t really follow the curves of one shoreline or the other. Michael Nardolilli, the Executive Director of the Interstate Commission on the Potomac River Basin will explain the weird history behind Arlington’s boundary along the Potomac River.
