This event will begin with a special Veterans’ Day ceremony at 8 a.m., complete with a color guard and a singing of the Star-Spangled Banner. Each military service branch will also be recognized.
Following the ceremony, a keynote address (National Security, Decision Making and International Conflicts: Legal and Ethical Guardrails) will be presented by Colonel Frank E. Kostik
A panel discussion of remarks will be held following the keynote address.

Keynote Abstract: Colonel Frank Kostik, an alum of the Law School and a current student at the U.S. Army War College, will discuss the legal and ethical concerns confronted by military leaders in the face of growing international conflicts. Colonel Kostik will discuss how legal and ethical rules, norms and standards guide the decisions made by military leaders in an increasingly complex world.
Bio: Colonel Frank E. Kostik Jr. is currently a student at the U.S. Army War College. He has served in the U.S. Army since 2004 in the Judge Advocate General’s Corp and has served in numerous different roles, such as Regional Defense Counsel for the U.S. Army Trial Defense Service, Deputy Staff Judge Advocate at U.S. Army Special Operations Command at Fort Liberty, N.C., Chief of Complex and Capital Litigation at Fort Belvoir, VA, Group Judge Advocate, 5th Special Forces Group (Airborne) at Fort Campbell, KY, and Defense Counsel, Prosecutor, and Brigade Judge Advocate at the First Infantry Division, Fort Riley, KS. Colonel Kostik has deployed in support of Operation Iraqi Freedom and Operation Inherent Resolve. He received his Bachelor of Arts from Mercyhurst College and his Juris Doctorate from Widener University School of Law. He holds a Master of Laws (LL.M.) from the Judge Advocate General’s Legal Center and School in Military Law with a Criminal Law Specialty, and a Master of Laws in Criminal Law Trial Advocacy from the Washington College of Law, American University.
