What is the Oliver McGowan Mandatory Training (Tier 2)?
The Oliver McGowan Mandatory Training was developed in memory of Oliver McGowan, whose tragic death highlighted the urgent need for health and social care professionals to have a better understanding of autistic people and those with learning disabilities.
Under the Health and Care Act 2022, the government now requires Care Quality Commission (CQC) regulated service providers to ensure their staff receive appropriate training in autism and learning disabilities. This training aims to equip staff with the knowledge and awareness needed to provide compassionate, safe, and informed care, preventing outcomes like Oliver's.
The Oliver McGowan Mandatory Training on Learning Disability and Autism is the government’s recommended training for health and social care staff. Tier 1 provides general awareness of learning disabilities and autism, aimed at anyone working in these environments who may not provide direct care.

Does this training meet regulatory standards?
Yes. By completing Tier 2 of the Oliver McGowan Mandatory Training, you will fulfil the requirements of the Health and Care Act 2022 and CQC standards. The training is delivered by accredited and approved trainers, ensuring that all content is high quality and meets regulatory expectations.
How is Tier 2 training structured?
Tier 2 training is made up of two parts:
- Part 1: The e-Learning module, which is required for all participants, regardless of their role. This online component covers foundational knowledge and is free to access NHSE elfh Hub (e-lfh.org.uk)
- Part 2: The in-person training session, which provides hands-on learning and interaction. This full-day session builds on the e-Learning module and focuses on practical skills and direct care.
What is Tier 2, and who needs it?
Tier 2 is designed for health and social care professionals who have responsibility for providing direct care or support to autistic people or those with learning disabilities. This includes anyone who may need to deliver services to these groups, even if it's only on occasion.
Tier 2 is essential for staff working in environments where autistic individuals or those with learning disabilities may use the service at any time, regardless of how often.

How is Tier 2 training delivered?
Tier 2 training is delivered in person over a full day and is led by a team of three trainers:
- A qualified facilitating trainer
- A co-trainer with lived experience of learning disabilities
- A co-trainer with lived experience of autism
The session is interactive, with opportunities to engage in small group discussions, hands-on activities, and direct learning from individuals with lived experience. This immersive approach allows participants to gain practical skills and insights into supporting autistic people and those with learning disabilities.

Important Information:
E-Learning Requirement: All delegates must complete the e-Learning before attending Tier 1 or Tier 2 training. Delegates who have not completed the e-Learning will not be able to participate in the in-person training.
