Bios:

Sandra M. Rocks is Counsel Emeritus at Cleary Gottlieb Steen & Hamilton LLP, based in its New York office. Ms. Rocks’ practice focuses on commercial financing, including secured and structured transactions and bankruptcy law, with a focus on digital assets (including, cryptocurrency) and investment property. She represents leading financial institutions in connection with financial market products, in particular the development and analysis of arrangements designed to mitigate credit risk and minimize adverse regulatory capital implications. She is active in Cleary’s FinTech practice as one of the principal advisors on commercial law implications of the use of cryptocurrency and digital assets. Ms. Rocks received her J.D. degree from Columbia Law School, where she was a member of the Law Review, and an undergraduate degree, summa cum laude, from Susquehanna University. Ms. Rocks is a member of the American Law Institute and a member of the Bar in New York.

Kathryn Witchger is Senior Legal Counsel on the crypto/blockchain team at Fidelity Investments. Ms. Witchger’s practice focuses on technological financial regulation and legal product development with a particular focus on crypto. Prior to her time at Fidelity, she was an associate at Cleary Gottlieb Steen & Hamilton LLP, based in its New York and Paris offices, where she advised major financial institutions on the regulation of both traditional finance activities and emerging technology. She has extensive experience in securities laws, creditor's rights, capital markets, and fintech issues. Ms. Witchger received her J.D. from Columbia Law School, where she was a Kent and Stone scholar, and her undergraduate degree from Georgetown University’s School of Foreign Service. Ms. Witchger is a member of the bar in New York.
