About AOC Australia

AOC Australia is the domestic chapter of the Association of Old Crows. We provide a home for Australia's Information Warfare community, including members from government, Defence, industry and academia. We support Electronic Warfare, Cyber Warfare and Information Operations representing all operational domains and practicing across a variety of scientific and technical disciplines.

The Australian Chapter of the AOC is the major representative of the EMS industry within Australia, and is supported by a small team of executive and operations personnel who have a passion for EW.

The ongoing need for Electronic Warfare and Information Operations systems, as well as capabilities in support of national security underscores the continuing need for the AOC. As the AOC addresses its evolving role in fulfilling its this future requirement, it takes great pride in the abilities of the association and its members to focus on answering this challenge with the experienced, professional perspective of an organisation almost 40 years old.

Our mission is to be Australia's premier Information Warfare organisation; to connect, strengthen, educate, and advocate for Australia's Information Warfare community; and to support uplift of Australia's Information Warfare capability in pursuit of national security outcomes.

About AOC

The Association of Old Crows (AOC) is a not-for-profit international professional association with over 14,000 members and 100+ organisations engaged in the science and practice of Electronic Warfare (EW), Information Operations (IO) and related disciplines.

The AOC has members in 47 countries with 65 chapters in 19 countries. The AOC’s membership includes executives, scientists, engineers, managers, operators, educators and military personnel. Founded in 1964, the AOC owns a headquarters building in Alexandria, Virginia, just outside Washington, DC.

The name “Old Crows” emerged from the first large-scale use of Electronic Warfare during the WWII Battle of Britain and the US and allied bombing raids over Europe. The Allied Radar Countermeasure operators used the code name “Ravens” and employed receivers and transmitters to monitor and jam threat frequencies. Military jargon later changed “Ravens” to “Crows.”

With origins in WWII, Electronic Warfare has been, and remains, a critical enabling capability in military operations in peace and war. With the evolution of digital/computer technology, Electronic Warfare (EW), Information Operations (IO) and related disciplines are increasingly necessary to achieve knowledge superiority, strategic and tactical dominance and asset protection in both offensive and defensive operations. Information Operations include those actions taken to influence, effect, or defend information, information systems and decision-making. The development of information technology also enables EW and IO systems to cover both the analog and digital domains including the entire acoustic, magnetic, seismic and electromagnetic spectra.

Sandy Fraser

  • Sandy is the Business Relationship Manager for JP2096 Phase 1. With a distinguished 25-year career in the Navy as an Intelligence Officer, Sandy brings invaluable experience from national agencies to operational headquarters. Having navigated the challenges of the high seas and intricate Information and Communication Technology (ICT) environments during multiple wars and many deployments Sandy has a wealth of operational experience and plenty of exposure to the critical element – electronic warfare. Sandy's role as Senior Targeting Officer in a multinational headquarters provided her with an unique global perspective and unparalleled cross-domain experience. Her role within JP2096 resembles that of a "pet intelligence officer," leveraging insights from her extensive military experience to bridge communication between uniformed ADF users and the Melbourne team, elucidating how their software revolutionizes Defence operations.
  • Sandy showcases her skill of making the complex simple and the simple repeatable, driven by her passion for delivering exceptional user experiences. She communicates with End Users through WIIFM—The “What’s in it For Me?” station, ensuring they enthusiastically embrace Leidos' projects.
  • Sandy's career focus extends to unravelling the intricate web of human motivations behind threats, enriching her role as the Business Relationship Manager. Her command role as the Executive Officer at JEWOSU further solidified her expertise in electronic warfare, contributing significantly to the team’s success and her understanding of the critical need for exceptional EW.
