ELA also manages contracting administration with contracting officers and authorized personnel, supports progress reporting and documentation, and submits invoices on behalf of partners to protect payment timelines and cash flow. By acting as a structured intermediary with a vetted subcontractor network, ELA reduces the administrative burden on small businesses while helping them access more consistent federal work, including longer term contracts with option years when available.
