It highlights the engineering challenges, growth drivers, and technical solutions that underpin the transformation of critical infrastructure to meet future demand and environmental standards.Tim Bell is an experienced Water and Wastewater Engineer with over 15 years
in local government. He brings deep expertise in hydraulic modelling, GIS, asset management and contributes to various projects including capital works planning, asset monitoring and strategic infrastructure management.
Tim holds a Master of Engineering Technology from the University of Southern Queensland and a Bachelor of IT from the University of Wollongong. His academic background supports a practical,
systems-oriented approach to solving complex infrastructure challenges.
Known for his collaborative leadership and proactive mindset, he is passionate about smarter infrastructure planning, robust asset strategies and data driven decision making.
Jordan Belokoski is a civil engineer currently working alongside Council’s Project Manager and project team on the Bowral and Moss Vale Sewage Treatment
Plant Upgrades. Jordan is the lead Project Manager for the Mittagong STP
Interim Upgrade, due in 2026, and is focused on building expertise in water and
wastewater treatment. Jordan holds a Bachelor of Civil Engineering and a
Diploma in Project Management. He is an active member of Engineers Australia,
reflecting his dedication to professional development and industry engagement.
