SAME and ACEC July Monthly Meeting - SCDOT

This month Society of American Military Engineers (SAME) is joining up with American Council of Engineering Companies (ACEC) and is featuring a special presentation by South Carolina Department of Transportation (SCDOT)! Join us in person for an informative session where we will discuss the latest projects and initiatives in the field. This is a great opportunity to network with fellow professionals and gain valuable insights into the industry. Don't miss out on this chance to connect with like-minded individuals and learn from the experts.

During our presentation, we will hear from 3 personnel from SCDOT.

Project Director, Kit Scott, will give a project overview of the 526 Lowcountry Corridor Project including the West and East portions of the project. Kit will also provide an update on where SCDOT is in the project and what is next.

District Special Project Engineer, Sarah Gaffney, will give an overview and update on SCDOT interstate projects, specifically the I-26 Widening Project from mile markers 187 to 194 and the Design Build I-95/I-26 Interchange Improvement Project.

Deputy Secretary, Jen Necker, will provide an overview of the role of the Office of Intermodal and Freight Programs at the South Carolina Department of Transportation.

Presentation will be in the Meeting Room on the Third Floor.



Speakers

Sarah Gaffney, P.E. - District Special Project Engineer – District 6

Charleston, SC native with a lowcountry upbringing of tides, marshes, and pluff mudd. Played soccer for and Graduated from the University of South Carolina in 2004 with a B.S. Degree in Civil Engineering and is registered as a Professional Engineer for the State of South Carolina.

SCDOT was her first job after college, where she spent a majority of her nineteen year tenure in the field of Construction. She is currently the District Special Project Engineer for District 6, managing the Design-Build projects in the area.

She and her husband are both licensed United States Coast Guard Captain’s and got married aboard a 61-ft boat in the Charleston Harbor, where they are still immersed in salt air raising their two children, Reef and Pearl.

Jennifer L. Necker - Deputy Secretary for Intermodal and Freight Programs

Jennifer Necker is the Deputy Secretary for Intermodal and Freight Programs for the South Carolina Department of Transportation.

The division is responsible for the administration and oversight of state and federal funds to support public transportation initiatives in South Carolina that help connect people to jobs, healthcare and education. In addition, the office oversees the Lowcountry Rapid Transit project, a 21 mile bus rapid transit project in Charleston that will be the very first mass transit system in South Carolina.

Deputy Secretary Necker has been with the South Carolina Department of Transportation since 2011 and has served in a variety of positions including contract negotiator, assistant project manager, lead project manager and the lead engineer for the Lowcountry regional planning group. Prior to joining SCDOT, Necker worked for consultant firms in Maryland and South Carolina. Deputy Secretary Necker graduated from Clemson University with a degree in Civil Engineering and is a licensed professional engineer in both South Carolina and Maryland.

Kit Scott, P.E. - Lowcountry Corridor Project Director

Kit Scott is the Lowcountry Corridor Project Director for the South Carolina Department of Transportation. Kit joined the Department of Transportation in 2009 and has served in a variety of increasingly responsible roles for the organization including Project Manager, Assistant Resident Construction Engineer, Resident Construction Engineer, and Senior Resident Construction Engineer.

She has worked on many notable projects with the agency including Port Access Road in Charleston County, the US 21 over Harbor River Bridge Replacement in Beaufort County, the US 278 Cross Island Parkway Toll Conversion in Beaufort County, and the Volvo Interchange in Berkeley County.

Kit is a graduate of the South Carolina Department of Transportation’s LEAD program and the Resident Engineer Academy. She has a passion for developing the next generation of Civil Engineers. She supports the agency’s Summer Intern program and regularly presents at local schools about careers in STEM. In 2017, she was named the Resident Construction Engineer of the Year.

Kit is a Registered Professional Engineer in the state of South Carolina. Kit graduated from Clemson University with a degree in Civil Engineering. She is also a member of the South Carolina Chapter of WTS International, an organization dedicated to advancing both the transportation industry and the professional women who lead it.
