Named America’s Small Business Champion by the American Small Business Chamber of Commerce, Sam Le is one of the nation’s most respected legal authorities on small business government contracting. With two decades of federal legal and regulatory experience, Sam is one of only two individuals to have simultaneously led the U.S. government’s small business regulatory, advocacy, and size programs during his time at the SBA.
He played a key role in driving a 50% increase in federal contracts to small businesses — reaching over $180 billion annually — and was a principal developer of the SBA’s Small Business Data Hub. Sam’s litigation experience includes hundreds of cases before the SBA Office of Hearings and Appeals and GAO, as well as successful advocacy in Kingdomware Technologies v. United States before the U.S. Supreme Court.
Now in private practice, Sam counsels businesses on SBA program compliance, size and affiliation determinations, and procurement regulations. He also publishes GovCon Intelligence, a widely read resource for updates in federal contracting. A graduate of the University of Virginia for both his undergraduate and law degrees, Sam currently co-chairs the American Bar Association’s Small Business Committee and is licensed to practice in Virginia, Washington, D.C., and before the Supreme Court.

Gentlemen and Ladies should wear business casual attire. Short sleeved uniform or uniform not requiring coat or tie may be worn at the meeting when it is the prescribed uniform of the day by the respective military services. Business cards are welcome.
