Professor Brumberg will present his working paper "Rethinking Global Autocracy." The paper offers a detailed assessment and critique of the assumptions, concepts, and research that constitute what he calls the "Global Autocracy Paradigm." Brumberg questions the paradigm's assumptions and argues that it underestimates the structural tensions in the China-Russia relationship. He contends that democratic recession is rooted in domestic dynamics and economic and ideological forces, many of which originate in Western democracies rather than China or Russia.
