Proposition 33 threatens to repeal the Costa Hawkins Rental Housing Act, passed in 1995 that allows rental housing providers to market vacant units at market rate when vacant; its proponents, Housing is a Human Right and the AIDS foundation, have attempted to pass earlier rent control measures Prop 10 in 2018 and Prop 21 in 2020.

If Proposition 33 passed, it would have disastrous effects for rental property owners, in the effect of lowering property values, and distress amongst properties that are leveraged by bank loans.
