Hello friends and neighbors. I hope this message finds you well. I'm reaching out as a long time neighbor who cares deeply about the character and future of our community. We're facing some important upcoming decisions regarding the REZONING of the land south of Cibola Vista Resort from its current, 'hospitality', to 'urban/multi family'. A third party, The Opus Group, is attempting to build an apartment complex right beside, and behind many single family homes. We would have an apartment complex right in the center of our beautiful Cibola Vista neighborhood.
I highly encourage you to read the information below, and **join us at the City Council meeting next Tuesday, December 16th.**
We are on the verge of seeing a drastic change in the landscape of our community! If we do not become united and show up to support our community we will have high density apartments on Lake Pleasant Parkway, from Jomax to the Cibola Vista Resort. This is not an exaggeration. This is exactly what will happen if we remain silent!
Despite overwhelming opposition from residents, our new councilmen, Matt Bullock has aligned himself with **one property owner**, and **a third-party developer (Opus Group)**, **not with the people who elected him**. Opus has aggressively pushed this rezoning using misleading door to door tactics, deceptive texts, and false claims to manufacture "support" that does not exist.At the Planning and Zoning meeting they provided a map of homes, with residents "in support" of the apartments. They claimed that 98 residents supported the apartments, while just over 100 opposed. On the map each home that signed "in support", had a blue dot on it. I personally fact checked this map. I have gone to most all of the homes that had blue dots, indicating, "support", to simply ask if they do support, or oppose the apartments. In every single case the residents were extremely upset, because they had been lied to and/or manipulated into signing, with threats of, "4 story buildings right over your back yards, if you don't sign." Every “supporter” Opus represented on their map was misled. In addition to this, I and a few others have spoken to hundreds of neighbors in our area. **Not one neighbor we have spoken with supports these apartments. Not one!**
I contacted our former council member to get the history of the property from when he was in office. He said that during his last few months in office, the landowner reached out to the city and to him with the idea of possibly changing the hotel zoning to Apartments. At that time both our previous Councilmember and the city told the developer, no way the people will support it and therefore the previous Councilmember would not support it. A few months went by and they decided to go ahead with a public meeting. After the community meeting, it was clear the developer wanted to wait until the next councilmember got in the office to see if things might change, which is common for developers to do.
With that said, it is important to understand that if this rezoning is approved, it will trigger a flood of additional apartment projects, that are already waiting in the wings. The apartments that were declined rezoning last year were very small and certainly not luxury apartments (Jomax and Lake Pleasant Pkway). They are sitting in wait to see what happens with this rezone, so they can follow suit.
This will permanently change the beautiful landscape of our community!
Below are the facts you need to know:
**Key Concerns**
· **Opus Group** is a developer with **no ties** to our community; they will build, sell, and leave. We will live with the consequences.
· They used **misrepresentation** to collect signatures and manufactured “support.” The map of "supporters" was built on manipulation and lies.
· **Matt Bullock** has chosen the side of one owner and an outside developer, over **99% of residents**.
· Matt Bullock is openly pushing false narratives, (scare tactics) including the claim that a four story resort "could be built tomorrow" (See the Mesquite page on FB).
· Claims that a “four-story resort can be built tomorrow” are **false**—any project, resort or otherwise, must still go through P&Z, and architecture approval processes.
· One property owner, who does not live here, should not outweigh 99% of residents who also own property, and do live here.
· Approving this rezoning sets a dangerous precedent and opens the gates for **more apartments**.
· This fight will be won or lost based on attendance and emails, support from our community is paramount!
**What We Need From You**
· **Attend the meeting on Tuesday, December 16 at 6:00 PM... location 8351 W Cinnanar Ave, Peoria Az 85345, in the Peoria Room... Your presence is critical.**
· **Email your opposition** to **Sarah Dirks**, (she is the official counter) at: [[email protected]](mailto:[email protected]), please include your name and address, EVERY ADULT in your home should send an individual email.
· If you wish, also email **Councilmember Matt Bullock** at [[email protected]](mailto:[email protected]), to ask why he is supporting outsiders over his constituents; however we have found this to be in vain.
· **Please Forward this email** to every resident, family member, and friend within Peoria city limits. Please treat this as a chain letter and forward to 10 or 20 people (or more :o)). Lets Go Peoria!!This is the busiest time of year, which is 100% by design. Opus Group is a well oiled machine, this is exactly why this meeting was pushed to December. They want to hit us at the busiest time of year, so very few of us residents will show up to advocate for our community. This sadly has been a huge damper on my Christmas, as my kids are upset that we don't even have our tree up yet. I know many other neighbors are also greatly affected, as they share in this effort. We feel this is worth all of our time and priority, because we love our neighbors and our community!! Through our efforts we have met many wonderful neighbors that we had not met before, This has been nice and we are grateful for this!!
