The Pennsylvania Liquor Control Board (PLCB) is pleased to invite you to its Bureau of Alcohol Education Conference on Thursday, November 14, 2024, at the Penn Harris Hotel and Convention Center, 1150 Camp Hill Bypass, Camp Hill, PA 17011.
The conference will feature sessions that explore winning strategies and promising, evidence-based practices relevant to the prevention of underage and dangerous drinking in communities, schools and on college campuses. The purpose of this event is to deliver information about current programs and discuss successful strategies used to lower underage and dangerous alcohol consumption. The audience of the conference is law enforcement, educators and alcohol education professionals.

Fixing the Fixers

Dedicated to helping others, service professionals are susceptible to secondary stress, fatigue and burnout. This session will provide prevention strategies and tools for prevention specialists, trainers, probation officers and others - the fixers - to incorporate into their daily work to successfully address job stress and continue to effectively serve constituents.

DUI 101
Leo Hegarty, Retired Lieutenant, Pennsylvania State Police; Executive Director, Pennsylvania DUI Association, Inc.
This presentation will outline for court, treatment and alcohol education professionals the investigative steps used by police officers conducting impaired driving investigations. The three phases of driving under the influence (DUI) detection from the National Highway Traffic Safety Administration’s (NHTSA) Standardized Field Sobriety Testing (SFST) Practitioner class will be reviewed as well as the arrest/no arrest decision process, drug influence evaluations, chemical testing and processing. The authority police officers have and the rights of the driver throughout the entire investigation will also be discussed.
Addressing Collegiate Alcohol Use Through Well-Being Programming

Motivating college students to attend alcohol-focused educational sessions can be challenging. Attend this session to learn how Indiana University of Pennsylvania (IUP), through a PLCB grant, is promoting social programs presented by IUP alumni or IUP-affiliated presenters to host well-being programming to attract and engage students.
Nuisance Bar Investigation and Task Force Operations

This presentation will highlight the Pennsylvania State Police Bureau of Liquor Control Enforcement’s investigations into nuisance establishments. The current Allegheny County Nuisance Bar Task Force, its law enforcement agency members and operations during those investigations will be discussed. The task force - charged with investigating police-related incidents involving licensed establishments, owners, operators, employees and patrons - reviews and documents all state and local police calls for service to determine any licensee involvement or negligence, while keeping in close contact with affected police agencies, communities and the PLCB. The goal of the task force is to improve the quality of life for the surrounding community affected by police-related incidents, educate licensed establishments on ways to mitigate and reduce police-related incidents and to bring licensees/operators into compliance with any law violations to avoid any future 611 nuisance property actions.

Mothers Against Drunk Driving’s (MADD) Underage Substance Use Programming

MADD's Underage Substance Use Programs work together to prevent and reduce underage drinking and other substance use. Attendees of this session will learn about the Power of ME!, programming for 4th and 5th graders to educate on the fact that the average onset of underage drinking happens before children enter middle school; the Power of You(th), offered to middle and high school students to educate teens on preventable dangers and how to become leaders who make it “OK” to say “no” to alcohol and other drugs; Promposal, for juniors and seniors, as they head towards prom; and the Power of Parents, which educates parents and caregivers on the importance of conversation. Attendees will also learn how these programs can be offered to their local communities free of charge.
Building a Collegiate Recovery Community: Successes and Challenges

Learn about the importance of building a recovery community on college campuses. This presentation will detail the success and challenges in creating a safe and inclusive environment for students at Kutztown University’s Freedom Place, a special interest housing option for students seeking to live with others who seek to be substance-free. Peer Educator programs post-pandemic, contemporary economic challenges and how to recruit and keep current peer educators will also be discussed.
False IDs

Attend this session to learn how to identify fraudulent ID cards, including techniques used by officers in identifying false IDs, some common design flaws within false IDs and other tips in helping to more easily spot a false ID.

Physiology of Alcohol on the Human Body

This session will highlight how alcohol is made, the different types of alcohol, how alcohol is absorbed and the signs and symptoms of alcohol’s effects on the human body. How this translates in Standard Field Sobriety Tests, other cues seen with alcohol consumption and medical conditions that mimic these same signs and symptoms will also be discussed.

Introducing Pennsylvania’s Prevention Learning Portal

Pennsylvania's new Prevention Learning Portal (PLP) is a one-stop shop to expand knowledge, build skills and enhance capacity to apply evidence-based prevention approaches in your work and practice. Session attendees will learn what the PLP is, how they can access it and how it can be applied in the field of prevention across the commonwealth. An interactive exploration and discussion of the new eLearning portal and how it applies to Pennsylvania's multiple state- and community-level systems will be provided.
How the PLCB and its Bureau of Alcohol Education Can Benefit Your Community

Through its Bureau of Alcohol Education (BAE), the PLCB works to educate the public about the dangers of underage and dangerous drinking. Attend this session to learn about the many educational programs, training initiatives and resources available through the PLCB’s BAE. The presentation will provide an overview of the PLCB’s free annual alcohol education conference, Know When. Know How.SM underage drinking prevention campaign, free educational materials available through the BAE, Responsible Alcohol Management Program (RAMP) training and resources for licensees and training and technical assistance for organizations working to address the issues related to irresponsible consumption.
Substance Abuse and Our Youth

Kids today are exposed to many different substances, legal and illicit. This session will explore how substance abuse is affecting our younger generation; how these substances are marketed to and obtained by kids; review the laws that regulate them; and discuss steps we can take to allow young people to make informed and responsible decisions when confronted with these substances.

The conference registration deadline is October 18, 2024. Since there are a limited number of seats, we recommend registering early. Within the registration, you will be asked to select one workshop per concurrent breakout session.
