Did you know? Firms that employ at least one local* worker covered under the 9 in-force occupational or sectoral Progressive Wage Models (PWMs) must comply with 2 key requirements to enjoy access to foreign manpower.


This comprises meeting the applicable PWM requirements and paying all other local workers at least the Local Qualifying Salary (LQS). As announced by DPM Wong at Friday's Budget 2024, the LQS will be raised with effect from 1 July 2024. Foreign worker quota computation will correspondingly be adjusted with the new LQS.


Additionally, if you are a GeBIZ supplier or a sub-contractor of a GeBIZ supplier that hires local workers covered under any of the 9 PWMs, obtaining a Progressive Wage Mark (PW Mark) is alsoa mandatory requirement to be awarded government tenders. This requirement will extend to include government quotations from 1 March 2024.

i. The enhanced Progressive Wage Credit Scheme (PWCS. Learn how the enhanced PWCS announced at Budget 2024 helps businesses to co-fund and adjust to the various Progressive Wage moves.


ii. Getting your Occupational Employment Dataset (OED) submission right. Learn via an exclusive sharing from Ministry of Manpower (MOM) representatives about the OED, how itis used in for PWM and PW Mark assessment, and tips for a smooth approval process.


iii. Practical next steps for GeBIZ suppliers hiring locals under the PWMs to stay compliant tobe awarded government tenders and quotations from 1 March 2024.



Latest Revision as announced in Budget 2024


>> Increase in Progressive Wage Credit Scheme (PWCS) Co-Funding Support for 2024

PWCS co-funding support will be enhanced for wage increases given in qualifying year 2024. Theenhanced co-funding support will also apply to wage increases given in qualifying year 2023 thatare sustained in 2024.


>> Increase in Wage Ceiling for PWCS Co-Funding from 2025 Onwards

Gross monthly wage ceiling for PWCS co-funding will be increased from $2,500 to $3,000 inqualifying years 2025 and 2026.


>> Revised LQS

LQS will be raised from $1,400 to $1,600 per month for full-time local* workers and from $9 to$10.50 per hour for part-time local* workers.

PEIs can form Company Training Committee (CTC), chart an Operation and Technology (OTR) Roadmap and tap on the Company Training Committees (CTC) Grant, gaining access to strategic planning and financial support to adopt technology & productivity solutions to achieve business transformational success, thereby resulting in better wages, welfare and work prospects for workers.
