The Ohio Department of Transportation (ODOT) Division of Small Business & External Workforce Development invites you to regional small business roundtable meetings to learn about the latest developments in the Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) programs. ODOT will review important changes that will impact the DBE program through the Interim Final Rule (IFR) issued by the U.S. DOT on October 3, 2025 . The meetings will cover the USDOT’s immediate suspension of DBE goals and the required review of all firms, likely pausing goal setting for at least a year. To bridge this gap, ODOT will utilize its recently approved Small Business Plan. This allows ODOT to immediately set and enforce contract goals for SBEs on federal projects, ensuring continued opportunities for small firms during the pause.
