Steve Frisbee, PE, Assistant Chief Engineer for Maintenance at ARDOT
Steve began his engineering career at ARDOT in 1993. He was appointed as the Assistant Chief Engineer for Operations in 2021, covering statewide construction project management, Materials, and Maintenance Operations. As part of ARDOT’s Re-Organization, He was named the Assistant Chief Engineer for Maintenance in 2023, focusing on Statewide Maintenance and Bridge Operations, and the newly formed TSMO Division.
Joseph Hawkins, PE, Division Head of Transportation Systems Management & Operations (TSMO) at ARDOT
Joseph (Joe) Hawkins has had a career focused on using modern technologies to provide a safe, efficient and reliable highway system. This includes the development of several firsts: a statewide Traffic Management Center (TMC) for incident detection and response, smart capacity improvements such as the I-430 managed lanes, wrong-way detection systems to alert drivers, and remote monitoring for weather and video surveillance. Joe has been with the Arkansas Department of Transportation since June 2007, with a recent promotion to Division Head of the newly formed Transportation Systems Management & Operations Division. He has a bachelor’s degree in Electrical Engineering from the University of Arkansas at Fayetteville and is a Registered Professional Engineer.
