The U.S. Army Corps of Engineers (USACE) Norfolk District is scheduled to host an “Industry Day” event on February 04, 2025, from 9:30 a.m. to 11:30 a.m., Eastern Standard Time (EST) for construction contractors interested in the Norfolk CSRM Phase 1A Project.

The event will provide an opportunity for Large and Small Business contractors to learn about the upcoming construction project. The one-day event will include presentations encompassing overview briefs of the Norfolk CSRM overall program, Phase 1A Contracts, followed by a live Q&A session. Please submit questions in advance to provide for a productive discussion (see below instructions to submit questions). Participants may attend in-person or virtually. The Industry Day will be held at the USACE Norfolk District Building (803 Front Street, Norfolk, VA 23510) on the first floor. Call-in information will be sent to participants prior to the event.

The Industry Day gives us an opportunity to provide key project details to you, the construction community, and to receive your feedback and questions on these projects. This dialogue is essential to informing and shaping the contract documents for successful execution. We welcome your participation.

Anticipated Schedule:

Introduction and Program Overview: 9:30 a.m. to 9:55 a.m.

Norfolk CSRM Phase 1A Update: 9:55 a.m. to 10:30 a.m.

Acquisition Procedures: 10:30 a.m. to 10:45 a.m.

Q&A and Open Forum: 10:45 a.m. to 11:30 a.m.

All parties interested to participate must be registered due to the location being on a military installation. The deadline to register for this free event is January 30, 2025 at 9:00 a.m. EST. Interested contractors can register via Eventbrite. ***PLEASE NOTE THERE ARE A LIMITED NUMBER OF IN-PERSON SEATS AVAILABLE. ***

Project Overview:

As a result of Hurricane Sandy in October 2012, Congress passed P.L. 113-2, a portion of which directed actions for USACE to take, including preparation of two interim reports to Congress, a project-performance evaluation report and comprehensive study to address the flood risks of vulnerable coastal populations in areas affected by Hurricane Sandy within the boundaries of North Atlantic Division, U.S. Army Corps of Engineers. The North Atlantic Coast Comprehensive Study, identified nine high-risk areas, including the city of Norfolk, warranting an in-depth investigation into the feasibility of federal investment in coastal storm risk management solutions.

The Norfolk Coastal Storm Risk Management (CSRM) Study recommended a coastal storm risk management plan that includes structural, nonstructural and natural and nature-based features. The citywide CSRM Program is split into five (5) implementation phases: 1) Downtown, 2) Pretty Lake, 3) Lafayette, 4) Broad Creek, and 5) Nonstructural.

This Industry Day is intended to give a brief overview of Phase 1, which covers the downtown Norfolk area and extends from Ghent through Downtown Norfolk, connecting to the Ohio Creek Watershed project.

Phase 1 is further split into Phases 1A, 1B, and 1C/D, with the focus of this Industry Day on the Phase 1A – Floodwall Single Award Task Order Construction Contract (SATOC) and Pump Stations Contracts (Design-Build and Design-Bid-Build).

The scope for Phase 1A may include, but is not limited to, new construction of a floodwall, tide gate, sliding or swinging gate closures, living shoreline features, and pump stations with required utility relocations and installation for the noted areas. The Contractor shall be required to perform all work in accordance with the access and security requirements of the customer for each project.

Phase 1A will include Design-Build (DB) and Design-Bid-Build (DBB) construction. Competitive contracts will be issued through DB or DBB infrastructure construction projects in support of CSRM within the City of Norfolk (location shown in Figure 1). It is anticipated that Phase 1A floodwall will be further phased into separate construction segments for constructability in a SATOC. The SATOC is anticipated to have four (4) to six (6) task orders for a shared capacity of approximately $250,000,000 with a five-year base ordering period and an optional six (6) month extension. The pump station at Harbor Park is anticipated as a DB contract and the pump station with tide gate at Newton’s Creek is anticipated as a DBB contract.

There will be a two-phase solicitation in accordance with FAR 36.3 to establish the base for Phase 1A – Floodwall, Single Award Task Order Construction Contract (SATOC) award. Funding sources for the proposed contracts may include Bipartisan Infrastructure Law (BIL), Construction General Federal funding, City of Norfolk funding, and any other authorized type of funding.
