PwC’s 2025 Global Digital Trust Insights reports that the average cost of a cybersecurity breach now stands at $3.3 million, yet only 2% of organisations have implemented enterprise‑wide cyber resilience measures. At the same time, Gartner’s 2025 research shows that nearly three‑quarters of CEOs now view cybersecurity not as a defensive cost, but as a driver of business growth.

This shift in executive mindset is particularly visible within the maritime sector. Regulatory initiatives from the IMO and US Coast Guard, alongside findings from DNV’s Maritime Cyber Priority 2024/2025 report, highlight year‑on‑year increases in cyber‑attacks and the urgent need for stronger, sector‑wide resilience.


A Rapidly Evolving Threat Landscape

AI‑enabled attacks, increasingly sophisticated threat actors, and the longer‑term implications of quantum computing are reshaping the cyber risk environment at pace. In response, the UK’s National Cyber Security Centre (NCSC) is working with specialist consultancies to strengthen C‑suite awareness and accountability.

A recent Ministerial letter to UK CEOs underscored the severity of the challenge:


“Hostile cyber activity in the UK is growing more intense, frequent and sophisticated… There is a direct and active threat to our economic and national security which requires an urgent collective response.”

Leaders were urged to take immediate steps to protect their organisations — and the wider UK economy — from escalating cyber threats.
