Monday, September 8
8:30 - 11:30: Outward Mindset in Public Safety - Desmond Lomax
This keynote introduces law enforcement professionals to the transformative power of the Outward Mindset—a shift from self-focus to others-focus that strengthens collaboration, accountability, and public trust. Attendees will learn how mindset drives behavior and results, how to recognize and shift inward tendencies, and how to reframe their roles to better serve their teams and communities. Through practical tools and real-world examples, this session empowers officers and leaders to resolve conflict, build stronger relationships, and lead with purpose.
Desmond Lomax is a clinical mental health therapist with over 20 years of experience in law enforcement and corrections. He retired from the Utah Department of Corrections, where he served as Community Programming Director, leading groundbreaking efforts to expand treatment access for individuals on probation and parole statewide. Driven by a deep commitment to helping others, Desmond transitioned into therapy and reform-focused programming, facilitating outward mindset workshops that transformed individuals, teams, and communities alike.
Now a senior consultant with Arbinger, Desmond is a sought-after keynote speaker on leadership, conflict resolution, and peacebuilding, blending his real-world experience with practical insight to inspire organizational transformation through leadership development and mindset change.
Beyond his consulting and speaking engagements, Desmond has been a dedicated educator and leader in the mental health field. He served as an adjunct professor at the University of Utah, teaching forensic social work and shaping the next generation of mental health professionals. As a past president of the Uth Mental Health Counseling Association, he championed improved mental health services and elevated professional standards statewide.
Desmond shares a meaningful connection with his wife of 28 years, who has bravely overcome cancer twice. This personal experience enriches his empathetic approach to therapy, helping him connect with clients and offer hope in the face of life’s challenges. ©

1:00 - 5:00: Uvalde Presentation: Lessons Learned from Critical Incident Review: Active Shooter Robb Elementary School in Uvalde, TX
The Department of Justice established the Critical Incident Review (CIR) to conduct an independent, objective assessment of what happened that day and assess the systems in place in the weeks leading up to the shooting. This presentation will present an incident timeline, as well as discuss observations and recommendations from the CIR report in areas to include tactics, leadership, incident command, coordination, school safety, emergency management, public communications, pre-incident and post-incident processes, and trauma and support services.
Tuesday, September 9:
8:00 - 11:00: Fargo, North Dakota Officer Ambush Presentation
On 07/14/2023 Fargo Police were ambushed while conducting a routine vehicle collision investigation. Three police officers were shot; Officer Jake Wallin was mortally wounded. A civilian involved in the vehicle collision was also shot multiple times. The perpetrator, identified as Mohamad Barakat, was fatally shot by Fargo Police Officer Zachary Robinson.
This case study will examine the timeline of events and the aftermath for the critical incident. Special Agent Shelby Franklin and Special Agent Daniel Heidbreder will cover the case specific facts that were learned throughout the investigation while working with multiple other agencies.
