Kapampángan Orthography: History, Conflict & Resolution. Is it Kapampangan, Capampañgan, or Kapampángan?!? For decades, Kapampángan writers were engaged in an unresolved dispute on which attitudinal procedure to use in writing the Kapampángan Language in the Roman script, so much so that it led to the illiteracy of generations of Kapampángan speakers. With the passing of the ordinance that declared Kapampángan as an official language of Angeles City (Ordinance 424), a standard orthography has to be adopted in writing the Kapampángan language in the Roman script. With the help of Mike Pangilinan, a postgraduate Linguistics student from the Heinrich Heine Universität in Düsseldorf, Germany and a linguist from the University of Hawaii, Dr. Kevin Bätscher, the Ágúman Sínúpan Singsing, Inc. developed an orthography that is based on the indigenous Kapampángan script, Kulitan.
