In collaboration with Decree, the Ministry of Justice and Legal Affairs will host a seminar on international agreements and the Omani legal system on 24 December 2024.
Double tax agreements, investment protection treaties, and free trade agreements are all examples of international agreements that Oman signs with other countries with significant impact on the activities of the private sector. This seminar will discuss the status of international agreements in the Omani legal system, highlight some of the key agreements that Oman has signed, outline the process for signing international treaties, and detail the main elements of these key legal documents.
This free event is open to members of the public, but registration is required.

Dr Riyadh Al-Balushi — CEO at Decree
Dr Riyadh Al-Balushi is the CEO of Decree. Prior to co-founding Decree in 2023, Riyadh worked as a legal advisor for the government of the Sultanate of Oman for more than 16 years. He served in a variety of roles including being the Director of Treaties in the Ministry of Justice and Legal Affairs where he was responsible for advising the government on international agreements and disputes. He has extensive experience in public international law and represented the Omani government in negotiating treaties in the areas of investment, tax, civil aviation, immigration, security and many other areas. Riyadh holds an LLB from Cardiff University, an LLM in IT and Commerce from the University of Southampton, and a PhD in Intellectual Property and Human Rights from the School of Oriental and African Studies at the University of London. He is also an Omani Supreme Court licensed lawyer.
