Armando Seay is a highly experienced IT and cybersecurity professional with over 20 years of expertise in securing critical infrastructure, including water, energy, and industrial control systems (ICS). Armando has led numerous cybersecurity exercises focused on protecting vital infrastructure, working with top organizations like U.S. Cyber Command, Maryland National Guard, U.S. Coast Guard, and international allies such as the Estonian Cyber Command, Israeli Defense Forces, and Polish Cyber Command.
As the lead presenter for this ICS-focused workshop, Armando brings a wealth of hands-on knowledge in addressing real-world cyber threats to water and wastewater systems. He will guide participants through critical topics such as the NIST Risk Management Framework, MITRE ATT&CK, and the use of industry-leading cybersecurity tools like ARMIS, Nozomi Networks, and Claroty within ICS environments.
Armando’s experience extends beyond defense and government sectors, as he co-founded two cybersecurity firms that have provided services to industries such as healthcare, manufacturing, and finance. Additionally, he developed an award-winning cybersecurity apprenticeship program for the NSA’s Center of Academic Excellence in Cybersecurity, mentoring the next generation of cybersecurity professionals.

The Water and Waste Water Critical Infrastructure Cybersecurity Workshop and Tabletop Mini Exercise is a training session focused on understanding and responding to cyberattacks targeting the nation's water supply systems. The workshop, based on elements from the Cybersecurity Infrastructure and Security Agency (CISA), provides participants with insights into how industrial control systems (ICS) and related IT systems function within water and wastewater infrastructure.
Participants will gain an introductory understanding of the cyber threats faced by water systems, the NIST Risk Management Framework for cyber resilience, and the MITRE ATT&CK framework used in government and industry. Tools like ARMIS, Nozomi Networks, and Claroty, which are commonly used in ICS environments, will be introduced.
The workshop includes a hands-on tabletop exercise simulating a cyberattack scenario, allowing participants to practice response and recovery strategies. Designed for those with minimal prior knowledge, the event spans 4-5 hours, led by experienced cybersecurity expert Armando Seay, who has extensive experience in critical infrastructure cybersecurity and has led exercises for several prominent organizations and governments.
The event is discussion-based and involves two modules: Threat and Initial Incident, and Incident Aftermath, each of which presents key events and encourages participants to explore the ramifications and necessary actions.
