Finance's Role in Funding Transit Solutions to Tackle Climate Change and Cut Carbon Emissions
About this Event

Program Content/Learning Objectives

A topic all agencies confront. Immediate challenges include the financial investment for infrastructure to tackle climate change – from heat waves to freezes. At the same time, transit agencies are mandated to reduce their carbon footprint. While it is imperative to prepare for the future, the necessary infrastructure is lacking and high capital & operating costs pressure agencies’ budgets. All the while, transit is looked upon as a solution to reduce their metro area’s carbon emissions by taking cars off the road – calls for expanded service in an environment of rising costs, lagging revenues, and looming fiscal cliffs. Transit finance officers from across the country will gather in San Diego to share strategies to meet immediate challenges as well as to support sustainable transit.

Workshop objectives – After attending this conference, participants will be able to:

  • Assess the financial challenges facing transit agencies to combat climate change and reduce the agency & regional carbon footprint.
  • Understand the capital investment to tackle climate change including the trade-offs between future and immediate budget requirements and infrastructure realities.
  • Learn the related operating cost pressures on agencies’ budgets. Hear the challenges regarding agency workforce and energy history and current environment.
  • Examine cost mitigation programs such as hedging, federal funding, state credit programs, and other strategies.
  • Explore calls for increased service as a solution to reduce metro area carbon emissions – balancing coverage vs. efficiency, equity, and community, and expanded reduced fares.
  • Identify and share best practices through structured, participative, conversation sessions with other transit agencies.

About TFLEx

The Transit Finance Learning Exchange was founded in 1999 by a number of transit agencies and continues to be run by your transit agency colleagues.

TFLEx members meet twice annually to explore topics of mutual interest, share relevant experiences, and develop best practices. These are facilitated workshops where all attendees participate in the discussions. As TFLEx is run by your transit finance colleagues, the workshops offer an opportunity for further follow up at the next workshop and Forum and SIG (special interest group) calls – Zoom calls on topics of interest held between workshops. The workshops and call provide continuing education credits.


Mission Statement

TFLEx exists as a strategic alliance of transit agencies formed to leverage mutual strengths and continuously improve transit finance leadership, development, training practices and information sharing. The purpose of TFLEx is to evolve the finance function into a value-added business partner within each transit authority.

*This program is at an advanced level of continuing education. Although no prerequisite course material is provided or work experience is needed to participate in this program, working knowledge of finance and public transportation practices and policies, and knowledge of the program topic, is required.
