The Empire State Jazz Festival was founded by former NFL veteran Victor Allotey (Kansas City Chiefs/Buffalo Bills), owner of The Empire State Jazz Cafe. The Empire State Jazz Cafe located in the heart of Houston’s Westchase area has quickly become one of Houston’s favorite rooms for musicians to play.
