Join the SAME Mid-Maryland post for an On-Site Tour and Happy Hour to follow!
In July 2016 and again in May 2018 Historic Downtown Ellicott City experienced greater than a 500-year storm event that caused catastrophic property and infrastructure damage as well as the loss of three lives. As a result of the May 2018 storm, Howard County created the Ellicott City Safe and Sound Flood Mitigation Plan (the Plan), which when implemented will minimize the impact to Ellicott City from storms similar to those in 2016 and 2018.
The Plan consists of seven large infrastructure projects including an 18 foot diameter mile long tunnel approximately 150 feet deep. As of March 2025 two of the large capital projects are complete and two are currently under construction.
Mark Richmond, Chief, Howard County Government, Storm Water Management Division will lead a tour of the site to include two completed projects and one ongoing project, the tunnel.
Note: Sturdy Work Shoes/Boots (no tennis shoes), Safety Vests, Hard Hat, Gloves and Safety Glasses will be required to be on the tunnel construction site. Please bring all appropriate personal safety wear along for the tour.
