This panel discussion brings together experts across a range of domains. It considers current developments in the field of data governance for complex data ecosystems and speculates on the future of such governance frameworks.

As time allows, the panel will cover topics such as:

• What is the role of data governance across different disciplines?
• How can data governance frameworks facilitate responsible data reuse?
• In what ways is data governance instrumental to the future use of complex data ecosystems, and data-intensive research more broadly?

There will be an opportunity for open discussion and Q&A, informal networking, and light lunch is provided.

Access to rich, high-quality data is fueling the development of insights in many research fields. From medical research and allied health to law and education, researchers are increasingly requesting access to existing datasets to apply data intensive research techniques such as machine learning, natural language processing, and artificial intelligence.

However, these datasets also often represent complex data ecosystems – where multiple data sources, stakeholders, and/or data types are represented within a single dataset. For example, linked medical data.

Complex data ecosystems raise many questions for data reuse, including:

• Which Data Custodians and Data Owners need to be consulted before data are shared?
• How do we reach a consensus between numerous stakeholders on what constitutes appropriate reuse of data?
• What are appropriate mechanisms for data access and anonymisation?

Despite these challenges, complex data ecosystems are becoming more common as more data are captured and aggregated across a range of sources, and as advances in compute and data-intensive techniques promise to uncover novel and transformative insights.

As we survey the present and look to the future of data-intensive research, we must consider how data governance strategies for complex data ecosystems are developed, maintained, and improved.

Tim Miller is a professor of computer science in the School of Computing and Information Systems, University of Melbourne, and Co-Director for the Centre of AI and Digital Ethics (CAIDE). His primary area of expertise is in artificial intelligence, with particular emphasis on human-AI interaction and collaboration and Explainable Artificial Intelligence (XAI). His work is at the intersection of artificial intelligence, interaction design, and cognitive science/psychology.

Damian Sweeney is a Senior Learning Analytics Consultant in Learning Environments at the University of Melbourne. He has a keen interest in data ethics around learning data.

Maureen Turner is Chief Executive of BioGrid Australia a not-for-profit membership organisation that operates a trusted virtual infrastructure and governance platform that enables collaborative multi-site research empowering data-driven decisions to guide clinical decision making and improve patient outcomes.

Maureen has over 12 years experience handling clinical data for research purposes. She has expert working knowledge of the legal, ethical and security requirements for sharing consented and non-consented data between institutions and across jurisdictions for the purpose of medical research. BioGrid’s data governance framework is leveraged for all types of research projects including the establishment of national datasets and data platforms.

Maureen is an Honorary Fellow of the Centre for Digital Transformation of Health at the University of Melbourne, and an Honorary Fellow at the Institute for Health Transformation at Deakin University.

Kristal Spreadborough is a Research Data Specialist at the Melbourne Data Analytics Platform (MDAP) where she works across interdisciplinary data focused research projects. She is a founding member and co chair of the international group for Sensitive Data with the Research Data Alliance and sits on several national and international committees for data, music, and psychology.

Kristal has current projects across data, governance, analytics, and digital ethics, as well as music, sound quality, psychology and emotion. She and colleagues have recently been awarded funding from the Centre for AI and Digital Ethics, and the University of Melbourne Advancement and the Deputy Vice Chancellor Research, to undertake research in these areas.
