Beginning 2026 and in accordance with Governance Commission for GOCCs (GCG) Memorandum Circular No. 2025-01 and the Advisory dated 01 July 2025, ALL Government-Owned and Controlled (GOCCs), Government Financial Institutions (GFIs), Government Instrumentalities with Corporate Powers (GICPs), Government Corporate Entities (GCEs) and their subsidiaries are required to attend a Whistleblowing and Integrity Program (WHIP) capacity-building training and fully implement it.This GCG mandate includes adopting WHIP policies, establishing whistleblowing channels, creating reporting and monitoring systems and instituting organization-wide integrity safeguards, with clear regulatory expectations for full compliance starting 2026.
WHIP training is mandatory for ALL board members, management officers, contractual and permanent employees of GOCCs.
