2025 is a pivotal year for blockchain and digital assets legislation. California’s Digital Financial Assets Law (DFAL) is evolving, and several key bills are on the table—including measures to:

• Strengthen consumer protection and curb crypto scams

• Clarify the regulatory treatment of DeFi and digital wallets
• Advance clean-up language to streamline the DFAL’s implementation
