It is the story of Northern California’s role in the state’s epic water war, and the desire of some to divide California and a create a 51st state called Jefferson. Robert Jackson is a professor emeritus of political science and past dean at California State University, Chico. His research focuses on the varied ways the North State connects to California, the US, and the world.
