Course Description:
Due to conflicting JFK Redevelopment efforts between the New Terminal One and the Roadways, Utilities, and Ground Transportation Center contracts, the Port Authority was tasked with accelerating the construction of the D1 Roadway, which represents the end state connection between the Van Wyck Expressway inbound and Terminal 4 arrivals. This early activation of D1 resulted in significant operational impacts that needed to be mitigated, namely the maintenance of traffic to/from each of the terminals, as well as their respective parking facilities and recirculation routes. Developing a comprehensive alternatives assessment and traffic management strategy to maintain vehicular traffic into and out of the various terminal frontages and parking facilities without causing detrimental operational impacts presented a very daunting challenge that was alleviated through an iterative process.
