The Export-Import Bank of the United States (EXIM) helps small businesses export their goods and services by providing financial assistance. EXIM's goal is to support American jobs by creating opportunities for U.S. businesses to compete globally.

When private sector lenders are unable or unwilling to provide financing, EXIM fills in the gap for American businesses by equipping them with the financing tools necessary to compete for global sales. In doing so, the agency levels the playing field for U.S. goods and services going up against foreign competition in overseas markets, so that American companies can create more good-paying American jobs.

Because it is backed by the full faith and credit of the United States, EXIM assumes credit and country risks that the private sector is unable or unwilling to accept. The agency's charter requires that all transactions it authorizes demonstrate a reasonable assurance of repayment; EXIM consistently maintains a low default rate and closely monitors credit and other risks in its portfolio.

EXIM helps small businesses primarily through two main programs:

• Export Credit Insurance (ECI): Protects exporters from nonpayment by international buyers. ECI policies can help small businesses offer more favorable credit terms to buyers.
• Working Capital Loan Guarantee: Provides access to cash flow to help businesses grow.

In addition, EXIM has special initiatives: Provides financing for environmentally beneficial exports, such as those related to renewable energy, medical technology, and transportation security.

EXIM also provides security for purchase of large scale capital asset(s) and projects.

EXIM is an independent agency of the U.S. Executive Branch. It's backed by the full faith and credit of the United States, which allows it to assume risks that the private sector can't.

Paul Duncan is an Export Finance Manager for the Western Regional office of the Export-Import Bank (Ex-Im Bank) of the United States located in Irvine, CA

Mr. Duncan assists U.S. exporters, financial institutions and other export related entities in securing export financing through political and commercial risks coverage available through Ex-Im Bank. Mr. Duncan’s regional responsibilities are the counties of Orange, Riverside, and San Bernardino, as well as the states of Nevada and Colorado.

The Western Regional office of the Ex-Im Bank, is responsible for business development in the western states. Ex-Im Bank offers a variety of programs designed to help exporters make sales when other sources of assistance are unavailable or inadequate. The focus of the office is to assist small firms in their efforts to fund overseas purchase orders through working capital guarantees, as well as protecting exporters against foreign political and commercial credit risks.

Mr. Duncan holds a B.A. from the University of Oklahoma, in Political Science, is married with two children, and is Assistant Scoutmaster for his son’s Scout Troop.
