Through a mosaic of testimonial interviews, this film recounts the story of this controversial ballot initiative: how the organization "Sunrise El Paso" proposed a vision, how it inspired a mass movement, how it threatened Big Oil corporations to the core, and how it resulted in the birth of "Amanecer People's Project."
