Following the Terrorist Attack at the Manchester Arena in 2017, where 22 people lost their lives the Government has created Protect Duty (Martyn’s Law). This is due to be implemented by the middle of 2022.
Anyone who is responsible for any public place or publicly accessible location will be affected.

We at MoRServ have created the AURa Risk Management Model to respond directly to the findings of the Manchester Inquiry, and the Protect Duty implementation challenges faced by organisations, local authorities, and businesses.
Who does this affect and how?
The Protect Duty legislation will impact not only on entertainment venues such as the Manchester Arena but will also have a significant impact for other organisations such as Local Authorities, Visitor Attractions, Sports Stadiums, Shopping Centres/Retail Parks, and large companies. In fact, anyone who is responsible for any public place or publicly accessible location is likely to be affected.
There are a significant number of things to consider, especially for organisations that are responsible for multiple locations that fit the definition but have never been subject of these requirements before, because the legislation will require you to consider terrorist threats, implement appropriate and proportionate protective security and implement organisational preparedness measures.
The important thing for those affected is to start assessing their readiness and implementing their response now, rather than waiting for the legislation to be passed later this year. This is particularly important when you consider the number of events planned for the Queens Jubilee and the increased footfall in public spaces following the relaxation of the Covid guidelines.
